EAC Marking and TR CU 032 for Pressure Equipment

TR CU 032 is the EAEU legal regime for equipment operating under excess pressure, and EAC is the marking that shows conformity with it. What it covers, how declaration differs from certification, and what documentation is expected in Russian.

What TR CU 032 is — and what EAC is

TR CU 032 is a legal regime, not a design standard. Its full title is the Technical Regulation of the Customs Union “On safety of equipment operating under excess pressure” (TR CU 032/2013, often written ТР ТС 032), and it is mandatory law across the Eurasian Economic Union. EAC is the marking that belongs to this regime: the Eurasian Conformity mark applied to equipment that has passed the conformity assessment the regulation prescribes. In this respect the pair works much like the Pressure Equipment Directive and the CE marking in Europe — a legal framework plus its visible mark — although the procedures, the documentation and the language requirements differ considerably.

Where TR CU 032 applies: Russia and the EAEU

TR CU 032 applies in the member states of the Eurasian Economic Union: Russia, Belarus, Kazakhstan, Kyrgyzstan and Armenia. A single EAC conformity document issued under the regulation is generally recognised across all five markets, which can simplify projects that span more than one EAEU country. National in-service rules still differ by country, so the picture after installation is not fully uniform.

Scope and hazard categories

The regulation covers vessels, boilers, pipelines, safety devices and fittings operating at excess pressure above 0.05 MPa (with capacity and diameter thresholds defined in the regulation). Equipment within scope is assigned to one of four hazard categories, determined by combinations of maximum allowable pressure, capacity (or nominal diameter for pipelines) and the working medium. Media are divided into two groups: group 1 covers flammable, oxidising, explosive and toxic substances, group 2 covers the rest. Cryogenic liquids such as liquid oxygen typically fall into the more demanding classification, so storage tanks and cryogenic cylinders can land in a higher category than their size alone might suggest. The category for a specific vessel is established from its actual design parameters and service, not assumed in advance.

EAC declaration or EAC certification: how the category decides

The category decides the conformity form. Equipment in categories 1 and 2 is generally subject to a declaration of conformity; equipment in categories 3 and 4 requires certification by a conformity assessment body accredited in the EAEU and listed in the unified register. Certification usually involves review of the technical file, testing and, depending on the scheme, assessment of production. Both routes end in a registered conformity document and the right to apply the EAC mark to the nameplate. Which scheme applies to a given order — serial production or a single batch — is confirmed case by case.

The Russian documentation package: passport, manual, justification of safety

TR CU 032 expects a defined documentation set to accompany the equipment, and this is where the regime differs most visibly from Western practice:

  • a vessel passport (паспорт) — a structured lifetime document recording design data, materials, tests and later in-service entries;
  • an operation manual in Russian;
  • a justification of safety (обоснование безопасности) — a document analysing risks and the measures taken against them;
  • strength calculations, test reports and material certificates supporting the above.

The Russian-language requirement is a practical differentiator. A factory can build a technically sound tank, but if it cannot produce a correct passport and manual in Russian, the equipment may not be registrable for operation. This is one of the criteria on which factories are selected for EAEU-bound orders.

Transportable cylinders and tanks

Unlike the EU, where transportable pressure equipment sits under a separate regime (TPED), TR CU 032 itself defines cylinders, barrels and transport cisterns within its scope. Gas cylinders and transportable cryogenic vessels destined for the EAEU are therefore usually assessed under the same regulation as stationary vessels, with carriage rules applying in addition. The exact treatment of a given transportable product is confirmed before order.

After delivery: Rostechnadzor registration and supervision

Conformity under TR CU 032 covers placing the equipment on the market. Operation is governed by national industrial safety legislation — in Russia, the rules administered in the Rostechnadzor system, under which pressure vessels at registered hazardous facilities may require registration and periodic technical examination. These steps rest with the operator; the manufacturer’s contribution is a passport and documentation package complete enough to make them possible.

Supplying equipment under TR CU 032 from China

A number of Chinese manufacturers hold EAC certificates or declarations issued through accredited EAEU bodies, typically covering defined model ranges from a specific production site. Such documents belong to that factory and those models — they do not transfer between plants, and a certificate held by one manufacturer says nothing about another.
